Provided CSO services for rebuilding health center after active shooter incident. Conducted intensive site security assessments across a 4-state region. Developed active shooter training and drill for all health centers. Developed a five-year phased implementation plan for upgrades.

Negotiated design build contract for USAF base as part of the USAF Integrated Base Defense IDIQ Contract (IBDSS). This acquisition effort provided a five-year contractual vehicle for enhancing force and asset protection through the use of Integrated Base Defense (IBD) capabilities at temporary and permanent, nuclear and non-nuclear sites around the world. The ultimate goal was to provide the security forces with the capability to “See First, Understand First, and Act First”. Keys to achieving this goal were the application of performance-based rather than compliance-based requirements, integration of existing security systems, and the integration of transformational and existing security technologies that contribute to the essential elements of IBD.

International Shipping and Port Security - ISPS Code Compliance – MENA: Review the current PSFP and PFSA and identify areas for future improvement; Review current port facilities and security processes in place and identify and significant deficiencies, or recommendations; Define the port-wide access control strategy and functional requirements of port-wide access control system, and recommend the technologies that should be used to implement the same; Define the port-wide monitoring and response strategy, and develop functional requirements for a monitoring/response system including technology recommendations for the same; Identify required improvements in security and emergency response procedures, and develop a list of all procedures that need to be developed with a short description of the same; Develop a training strategy for port security including in this strategy a list and description of the types of training, drills, and exercises to be carried out; Design the security organization with recommendations of the level of staffing and skill requirements of the staff; Develop a phase implementation plan and schedule that will guide in the implementation of the plans and recommendations developed under the items above.

Chemical plant located in Southern Louisiana in need of security upgrades to meet DHS's CFATS requirements; Managed all aspects of project delivery, client coordination, development of project plan and schedule; CFATS compliance, gap analysis, recommendations based upon standards, ±20 percent rough order of magnitude (ROM) budget; Security system design and engineering, specifications package preparation, ACT-grade estimate, 30/60/90 percent construction drawings, oversee installation of all systems and conduct testing and commissioning; Participate in ongoing DHS audits and visit support, perform policies and procedures modifications.

Design Build contract to provide site survey, threat assessment, design, engineering, integration and installation of Infrared Pulse Intrusion Detection (IPID) zones, exterior cameras / Surveillance System, and exterior thermal imagers.

Worked with local integrators in LATAM to design and deploy safe city solutions in Brazil, Colombia, Chile, Argentina, and Panama. Utilized a software platform for the integration of disparate technologies, providing a single user interface for exception-based reporting and responses.
